The only thing I'm not sure of is if the numbers are in base-19 or if the letters are decimals

But, after the "##", those are the powerup things. There will be a capital letter (i.e., "W", " B", etc) that indicates what powerup it is. Here are the ones I know: W=Warp(has both coordinates, in this case I put "W 0 0 99999999999999999 9999999999999999999999" after the "##"), B=Boost (has rotation in the code as well), T=Target (star)
